Yes, he did...sort of...but what happened was that as an experiment, Congress suspended standard time for a bit. We went on DST from 1/6/74 through 4/27/75. Then things got back to the way they are now. Theoretically, this move was to save fuel during the oil embargo. If their logic had been correct, they should have sprung ahead a whole day. Maybe even a week! Gee, think of all the oil THAT would have saved.
Exactly! I think GW Bush tweaked it some as well, if I remember correctly, it was to encourage people to spend money. I remember thinking why don't we just change the days of the week while we are at it? People spend more money on Fridays than Mondays, so let's just have 2 Fridays and no Mondays.
